Bill is a business-focused CIO and Digital Transformation Leader with over 20 years’ public and private sector Board Director-level experience in global organisations such as: BP, BG, British Gas, Pilkington, BAE Systems, Alghanim (Kuwait), Qatar NHIC, McKinsey, City of London, TfL (Transport for London), Service Corp. Intl. As TfL’s first CIO, he was responsible for transforming the London Travelling Customer experience. Created & delivered TfL Journey Planner website (>1m hits pd), Congestion Charging and Oyster Smart card systems. Rationalised People, Processes, Technology across TfL & London Underground, SAP for Finance, HR & Procurement - £70m ($100m) benefits. As City of London Interim CIO, he initiated and delivered a substantial change and re-organisation programme focused on business-critical solutions, slashing IS costs, maintaining and improving service levels. He has created and recovered new IS functions in over 10 different, merged organisations, at both operating and group company level. He has initiated and managed outsourced IT providers for more than 10 organisations. He has delivered IT-enabled Digital Mission-Critical, High-Risk Transformational Change Programmes as CIO/Group IT Director/Change and Programme Director within central and local Government: Energy, Education, Defence, Aerospace, Transport (TfL), Audit Office, Economics, Health, Regulators, MHRA, NMC, Work and Pensions, City of London, Qatar NHIC. Bill’s key skills and experience are leadership and delivery of major Business Digital IT Strategies and Transformational Change programmes affecting organisations, systems, culture and staffing. He is currently working with organisations to achieve GDPR compliance. Bill is a Gateway Review Team Leader/Commercial Advisor for Mission Critical, High Risk Programmes and Projects across Central Government. He is a Qualified Dispute Resolver and Expert Witness, mentor and team builder.
